Float in the tank isn't shutting water off all the way.
Open tank...big round ball connected to a rod.
Lift up on rod if noise goes away just bend rod down a little should do the trick. If it doesn't go away call plumber.

You might have a sewer snake trapped in the water tank!
J/K sounds like the flapper is no longer making a tight seal and water is leaking out the drain. You water bill could rise significantly. Buy a new flapper at the hardware store and install it. It's quick, cheap and easy to do.

If you mean that it is running constantly, probably the thing that seals the hole at the bottom of the tank (have no clue what it is called--if you look in the tank, it is the thing that is pulled up by the chain when you flush) is not sealing the drain and needs to be replaced.
