First you need to backup all important data on your current system. you can either use cd's and or external hard drive.

Now you put the new windows operating system cd in your drive and restart your computer. Whats going to happen is the cd will load some basic drivers needed for the install.
The cd will walk you through it step by step, but what you want to do is a fresh install. That means you will need to delete your current partition, then make a new partition and format it in the NTFS filing system. Then install windows on that partition.

This way you have a fresh copy of windows which will run much faster than if you simply upgrade your current operating system.

if you are upgradeing, don't uninstall,
if you are switching to linux or somkething,
boot from a cd or floppy and use the following command

format c:

this erased everything from the hard drive, it will be blank, and it will not work again untill you have a new o/s on it.
