Either he's old enough to make these decisions for himself or he's not. It's up to you to decide.
If he's in between, and you're trying to guide him toward the right decision, offer him something in return that he wants.
If he's too young to decide on his own haircut, punish him if he doesn't cut it.
Be the parent.

I never did figure that one out! I guess you could wait until he's asleep, cut a big hunk out of his hair, then he'll have to cut the rest! lol

WHY IS IT IMPORTANT TO GET HIS HAIR CUT? YOU HAVE TO PICK YOUR BATTLES WITH TEENS AND WHEN IT COMES TO THEIR PERSONAL APPEARANCE YOU DEFINATELY HAVE TO TREND LIGHTLY AS THEY WILL TAKE IT AS A PERSONAL ATTACK. MAYBE THE HAIR ISN'T AS IMPORTANT AS TELLING HIM NO TO CERTAIN FRIENDS OR TELLING HIM DON'T DO DRUGS.
