If you haven't passed the friendship line at this stage then it could be tough.
You could try the direct route. Let her know you're attracted to her and want to explore a deeper relationship. Give her some time to think about it and respect whatever her decision is and not taking it personally if she rejects the idea.
Or the indirect route. Slowly up the ante. Start flirting with her. Treat her the same way you'll treat a girl you liked but weren't friends with. Court her. Use some of the things you know about her to your advantage. Always make her fill special.
PS: This is all contingent on the fact that she doesn't have anyone important in her life right now or someone she is interested in.

Sorry, but if you bring the whole dating, sex into a close friendship, it will usually end badly if you don't marry. (and sometimes then it ends in divorce.) You have to choose for yourself what you want. The advice from anyone really doesn't even matter. You either go for it or you don't. LIFE is RISK! I say go for it! Well sweetie, I was in your shoes once. I started getting feelings for my friend and I kept them all to myself. I found out that he had feelings for me but it was too late, he was killed. No one is promised tomorrow and if you like her more than friends you can express that at least she will know. She might feel the same as you do and afraid of the same thing. Sometimes friendships make the best relationships because you know one another and what one another like. You won't know unless you try. Don't let happiness slip away.

Don't do anything. Don't. If something should've happened it would've sometime in the last 13 years. She might look at you like a brother. But how close are you really? does she tell you about other guys? do u two do everything together? If you two aren't really close, then there's nothing to lose if she rejects you. But if you two are best friends, I wouldn't even try it.

Talk to her about it and tell her you don't want to loose her friendship. As her if she has feelings for you that go beyond just friendship. Sometimes we get caught up in thinking our good friend may be the right one that is sitting under our nose but really they are in your life to fulfill some of your needs during the time that you are waiting for that special someone. you would think that after 13 years if it was gonna happen it would have...... however, in the same turn, you have a great base to start from.... you should be great friends with the one you date...but if you think it will ruin what you have, then maybe just leave it well enough alone, and if she wants too.... then give it a try at her prompting..... but remember 13 years is a long time, so your friendship should be strong enough to endure .

if you really like this girl. and you have been friend this long. then, dont stop being friends. because, if you start a relationship with her and

bring it up with her maybe she feels the same way, try talking about other friends you know who could end up in a romantic relationship, and see what she says go with it you can be fishing for info and she could think your joking around and you get some info. GOOD LUCK

Ask her if she would consider you as a boyfriend and go with her reply !
That way your only asking her opinion not asking her out directly if she asks why just say you'd like to know if she says yes she would then ask her out and take her to do something fun and go eat somewhere and kiss her the first chance you get !!!!
