It's actually a specially-reflective material upon which a projection is made of the image behind the person wearing it.

I beg to differ with the young women who first answered. It's not fiction, it is possible and has been done. I've seen it in action. Unfortunately, it's not like you can just go to radio shack and pick up a cloaking kit. As far as I know the military is the only organization that possess this kind of tech, and what I saw was only in it's developing stages (that was about five or six years ago). If I understood correctly, it was some sort of fiber optics woven into clothing or built into a vehicles and they used a chemical that was sprayed on to the material or surface of the vehicle to cause the light to be evenly dispersed once it dried. Something like the layer of heat you see on the surface of a hot car, but kind with a cloaking effect.

You should research The Philadelphia Project about Albert Einstein & the military research/testing that was done. Einstein allegedly succeeded in making a ship appear invisible. One "side effect" was that the ship was teleported. A bunch of other wierd stuff happened. The History Channel did a documentary about it.

just wrap yourself in tin foil and you'll reflect everything around causing you to become invisible, like a walking mirror
