He's not breathing. His artificial lungs are breathing. You can't compare Darth Vader's body to your own. He is partially mechanical and therefore functions differently than you or I.

The machines does the breathing for him which leaves him free to talk.
Most people do not breathe and talk together. It comes unconsciously.

His suit is an iron lung. It forces air into his lunges. If hes talking, the machinery is still working but he's not letting the air in.
