Originally... he was a top face and very dominate. The writers felt they couldn't get him into a decent build up for Wrestlemania and took the belt off of him so he can have a better build and have it more meaningful when they gave the belt to him at Wrestlemania.
What happened? Back stage SH*T from Orton caused him to be on everyone's SH*T list. Rumours have him taking a dook in some diva's bag... but he denies it. What gets me is he could be on the very top of the wrestling world if it wasn't for his backstage antics. Opportunity lost is never really regained.
Now we have word that he supposedly has cleaned up his act and is working hard to regain everyones respect. We shall see. He is still under punishment for the 60 day suspension and the additional 30 for the failed drug test... so we shall see if he gets another title shot soon.

Well it was his age, he was only 24 when he won it which is very young and to have your company on his shoulders and letting him have the ball and run with it, WWE didnt feel great about it after all and yanked it from him the next ppv at Unforgiven.
Also his backstage antics took a toll as well, but he was a heel and they turned him face when Evolution turned on him the next night and hes not good as a face, he works great as a heel. So those are some reasons as why hes not the champ, will he be the champ again? Im sure he will, but he has to clean up his act and gain some respect from his peers and from WWE management as well.

basically they forced the belt on him before it was his time. I thought it was a mistake then and it has proven true. They have actually hurt his career by forcing the belt on him at such a young age. He was only 24. They also turned him face at the time which was a mistake because Orton just does not make a good face.

Orton displayed some "Unprofessional behavior" when he was Champion To teach him a lesson Vince made him drop the belt, and suspended him for a few months.

orton can never win the title before he cheats. he is not a good wrestler. he can not fight strongly. he has lack of experience.
