Neither is a genius or their war would be over by now. One of them would've won.
However, I believe Osama is smarter than Bush. Because Osama has better education and training than Bush. Plus, he does real work, whereas Bush has advisors and military general to do his work.
I say put them in the MTV Celebrity Deathmatch to find out more :)
