The reason why current structures of today don't have the life of traditional buildings has nothing to do with the competency of the architects, but rather with the building trends and financial impacts of "everlasting" construction. If people would allow architects to design buildings that arn't "throw away", we would... they just don't want the cost.
To answer your question, Architects are both. The basis for the architectural profession is the scientific development of physical structures to house people as well as their functions. The basic principles are scientific, creating shelter by utilizing the available materials in a scientific manner to accomplish the goal. What I just described is also the function of an engineer. The twist is; Architects are also responsible and expected to provide an artistic touch to this scientific function. Incorporation of athestics into the functions, determines the successfulness of the Architect.

Neither looking at some of the monstrosities erected these days and none will last as long as old fashioned buildings e.g. roman castles,old mansions,etc.
