Elmo Wright of the Kansas City Chiefs is credited as the first NFL player to celebrate in the end zone. On Nov. 18, 1973, after catching a touchdown pass thrown by Len Dawson in a 38-14 win over the Houston Oilers, Wright ran in place at a frantic pace, pumping his knees and his arms, stopping long enough to slam the ball to the ground.

Probably "White Shoes" Johnson, but the touchdown dance is derived from the spike which was started in 1965 by New York Giants' wide receiver Homer Jones.

I agree with the fact that "White Shoes" Johnson probably created the sensation known now as the "touchdown celebration."
However, it was really Icky Woods with his "Icky Shuffle" in the 80s that popularized the sensation. Had there been no "Icky Shuffle" I seriously doubt that the sensation would have taken off to the point it has since.
