I have an account with Citibank in the UK. They've given me a debit card on my Euro account and a cheque book and credit card on my USD account. I can move money between those accounts and my Citibank Sterling Savings account on the web. It's free if you keep a minimum £2K with them.

Most banks will do this for you. You could also try citibank.
