He is not trying to support the middle class. His core supporters are the poor and he is giving them just enough to placate them and keep himself in power, all at the expense of the middle class. Medical care is cheap but it's a joke. If you have a serious condition don't plan on having it taken care of any time this year. Caracas has one of the highest murder rates in the world. The one tangible benefit most people see from the oil revenues is subsidized gasoline. Last time I was there it was 25 cents a gallon.
He's a narcissist who is only interested in holding on to power. He lets members of Colombian drug cartels camp on the Venezuela side of the border in the hope that they will come to his aid if Mr. Danger (his other name for Bush) decides to invade.
But I guess none of that matters because he reads letters.

He is hated because he is a psychopath. There are so many people in shacks because the gov't and upper class keep all the money. The same thing is happening in most of the countries in the Middle East.
People at the UN laughed and cheered because to call the leader of the free world is funny to them, because they are jealous of what the US has. Instead of trying to lift themselves up, it is easier to try to bring us down.
