There are two ways to pronounce this word, and they depend upon usage. The most common is sek-und, and this is the usage when you refer to first, second, third etc.
The other is the verb, to second -
Se-Kond, which means when you conscript someone for office. For example, if you were involved in coaching a local track team, and your state wanted to have a state team, if you were a very good coach, you might be seconded - that is, taken from your current assignment and put in charge of coaching the state team.
It's usually an honor to be seconded for something, as it means you have proven abilities.
