really easy, open the image in paint, press ctrl+w and an image resizer will appear, the values in it will be set to 100% each, change that percentage to 25 percent and press ok or whatever button to confirm.save the file by pressing ctrl+s ans now see how small the file is. ull apprecite it, try this.

Is your picture in bitmap? if yes, use paint program to open your image, and save it as jpeg.
If it is a jpeg and you want to reduce the file size, I think you need to reduce your picture size too. If you have Adobe photoshop, you can reduce the image size using this software.

right click on any picture and go to edit, it'll open paint and save as, then save a "JPEG" if you have anything like Bitnap or GIF it will be larger but by making them into JPEG it'll bring them down to about half, and they already are JPEG go to the "image" pulldown menu and go to stretch or just hit "CTRL"+"W" and resizing it till about 75%... see if that works
