It could if there isn't enough fuel getting to the motor. Putting a turbo on a car forces a whole lot more air into the motor and possibly the injectors( I am guessing it is injected) are not supplying enough fuel. This would cause a lean condition which would cause smoke

If the oil-seals within the turbo fail, the oil will either go into the engine (where it could get partially burnt, causing smoke) or straight into the hot exhaust (where it will partially burn, causing smoke).

So smoke may be a sign that your turbo is failing.
However, there are other possible causes of smoke, and other methods of turbo failure.

Lots of smoke would be a bad thing.

If it is smoking a lot I would check out the lines and gaskets then fix any leaks. If your burning a lot of oil in the turbo... well, let's say it's not going to have a long, fulfilling life.

if the turbo is on its way out it will most certaintly smoke, possibly burn oil. Remove the intake side to the turbo and check for any play in the bearings.

it should not cause the engine to smoke at all. Just make sure your fuel to air/mixture is good or you can easily blow your engine due to pre-detonation. An air/fuel controller is a great way to tune your car for optimal power.
