The ratio is c) 23/26

a) 26/49 (This would be the ratio of Jerseys to *total* cows)
b) 23/49 (This would be the ratio of Holsteins to *total* cows)

To make a ratio, you put the number of the first thing, over the number of the second thing. Since they want the ratio of Holsteins (23) to Jerseys (26), the ratio would be:

Holsteins (23)/Jerseys (26) = 23/26 which is answer c

Generally in these problems, what comes before the "to" will be in the numerator, and after will be in the denominator. You can think of it a bit more in general, too. If you're talking about Holsteins to Jerseys, looking at the numbers, you'll be getting something less than one, because there are fewer Holsteins than Jerseys.
