That would depend on doctrine. The Monroe Doctrine was the basis of all US foreign policy since it's inception in 1823. Basically the US would not tolerate any more colonization in the Americas (North, South, Central) or any wars waged in the same area by European powers. Also the US would get involved in European issues unless it directly threatened the US. Teddy Roosevelt amended this doctrine, summed up by "Speak softly but carry a big stick" basically annexing South and Central America for economic gain. President Bush changed doctrine to basically say that we will strike those first that we perceive as a threat to the US.

In my opinion, I would not like to see another attack on US soil...EVER. If we must attack another country to ensure this doesn't happen, then that's what it's going to take.

I think in today's world, we have to strike first if there is a credible, suspected threat. Thank 9/11 for the new attitude.

A 'suspected' threat? No, its not justified to attack a nation due to a suspected threat. A proven threat that is about to be enacted, possibly. A suspected threat, no of course not.

In my humble opinion I believe it is only right when you or your friend has been attacked first. I have no problem with canada helping to wipe the taliban off the face of the earth because they attacked our friend first. I do have a big problem with the war in iraq because all he(they) did was stick their tongue out at the world. Might is not always right

Morally speaking, an "intended attack" can not justify reaction involving violence. Reading intentions is what got us into the mess we find ourselves in today.
