Is it proper to say "Break a leg" to wish someone" good luck"?

Yes, it is proper to say this when wishing somone good luck in the theatre (and sometimes in other performing arts.)

In the theatre it is bad luck to say good luck to someone, so you say break a leg

Yes. It is not used much anymore - but yes it is...and it's not just for theater like some of the others say...but that's where it has come from...
