What are the rules for: establishing dependency in dod?

I would like to adopt my 16 year old grandaughter. Her mother has custody but is abusive. How long would she have dependent status if she goes to college? I am retired miitary.

She is 16 so she has some choice in the matter.
If they go to college the age is usually 23

I believe it is 23, that she would be a depentdent for college. In some places it may be different though.
