my friends mom said only one over... the one that cant said the one that is hosting is her very best friend and I am not... she will be angry... what should I tell the one that cant stay?

It isn't up to you to have to tell her, it's up to the friend that isn't inviting her. You have no reason to feel guilty or feel bad for her. Just have your other friend tell her whats is going on and that next time she will invite her. Or maybe you can change plans and see if they can both stay at your house. But be careful because sometimes when there is an odd number of friends someone will end up being left out and with hurt feelings. Maybe this is why her mother said only one freind at a time. It shouldn't be a matter of what YOU tell the friend who can't stay. The friend who is hosting should simply explain that her mother will only allow her to have one friend over, and that she'd like to have you over this time but she will have the other friend over the next time. There is nothing that you should say regarding the situation, because to do so would seem to be gloating and rude.

Nothing...leave it to the one who is hosting to talk to her. The other one is just saying she is her best friend so that you will drop out and she can go.

you dont need to say anything...your friends mom said no so its up to your friend to explain to the other girl that she chose you...you need not say a word
