"roughed in" means that the necessary plumbing has been installed to fit bathroom fixtures. This means for instance that you have your plumbing for hot and cold water and your sewer line hooked into the room, you just have to go out and buy your own toilet, tub/shower and/or sink to install. Make sure that you take accurate measurment to ensure that your buying fixtures that aren't going to crowd each other, and are compatible with your plumbing.

As described above, "roughed in" means no fixtures (tub, shower, sink, toilet, cabinets.)

It may or may not include drywall or greenboard (in the shower or tub area) over the wall studs, so you should ask about that. And the floooring is probably a subfloor-only.

Be aware that a large 1 piece tub/shower unit may not fit into the bathroom if carried through the doorway. Builders usually install those fixtures during the framing stage, and I doubt that a rough-in bathroom would contain one.

You may have to settle for a modular panellized tub/shower unit, or pay to have tile or stone installed on the walls when you go to finish that bath.

Roughed in bath means that the "basic" plumbing is there. The basic plumbing consists of the main sewer line for the toilet and the water supply for the sink/toilet. The water lines will be capped off as well as the sewer drain. You would have to purchase the toilet, sink and all necessary plumbing materials to hook them up.

It means you got some work to do if you want it finished properly. The water pipes are there, you may even have a toilet, sink or bath installed, but maybe not 100% completely done.

A roughed in bath means the walls and plumbing are in or available, but it has not been completed. No toilet, sink etc.
Essentially a space for the bathroom has been made but not completed.
