They are waterproof, so they are useful when it is snowing. Otherwise they can be too heavy to be worn. Pants of certain materials are sufficient for cold weather, for example corduroy. Always bring an additional pair of pants for the indoors.

I'm with Bubbles. Rarely do people where snowpants. I don't even own a pair. Adults skiiing, ice fishing, snowmoboling, or kids playing in the snow, sometimes wear snowpants. Jeans or slacks are generally warm enough, although you may want to wear long thermal underwear under your pants.
If you must wear snowpants, wear them over your regular pants.

You can wear whatever tickles your pickle. That's the great thing about having a choice. If your snow pants keep you warm when it is cold outside, then by all means wear them. I usually wear jeans under my snow pants but there runs a risk of getting your slacks wrinkly if you wear them under your snowpants.

I live in the Chicagoland area and I don't know a single person that wears snowpants unless they are sking or sledding. I personally wear warm pants with light women's longjohns underneath if I'm going to be outside for very long. If you are walking around the city in winter then wear warm slacks and longjohns. Don't wear snowpants for visiting. You will look ridiculous. You wear snowpants when you are doing something outdoors like sledding, skiing, or hiking. You don't wear them to site-see or for everyday wear. And yes lastyear snowboots were a big thing to wear with jeans, but I don't think they are as popular. I think leggins are the thing this year. Do a google search on fashion trends in the USA for this winter.
