Simply because it's not on their agenda. Russia more than any other country, likes keeping the world off balance. it complicates things and takes attention away from their evil game plan.
Remember, Putin is an old KGB guy. He knows how to play international chess and he does it well. unfortunately, all that talent is being mis-directed to ruthless objectives. usually they are Russian dominance over a people or a country.
