Star Trek is too secular and none applied?
I think Star Trek Original was the only one to have specific earth cultures (Russian and Asian) on board. Since then all accents have been American or alien. I could be wrong though..I'm not a trekkie.

'Star Trek', like most tv shows, hires the best actors it can. For example, Avery Brooks was cast as Ben Sisko in 'Deep Space Nine' because he was the best actor for the part, not because he was black.
Maybe this is why there are no Arabs in 'Star Trek' - maybe none were right for any of the parts that came up. (By the way, Dr. Bashir was played by Alexander Siddig who is Sudanese but grew up in Britain. He is not an Arab).
I don't think it is prejudice or a deliberate attempt not to employ Arab actors in 'Star Trek' - as I said, maybe none were right for the parts.

At the time Star Trek was originally made, it was unusual to see ANY actors of any ethnicity other than Caucasian. In fact, it was such a big deal about Uhuru, that when Nichelle Nichols wanted to leave the show, Martin Luther King, Jr. pleaded with her to stay because he felt she was a good role model for Black youth. Star Trek was groundbreaking in that it showed different races getting along, but it was still the 60's, and White people were still playing Indians in movies. Different times.

Why is it that everyone on Star Trek speaks better English than the Arabs? An alien with a horn growing out of one side of his head and seven eyes speaks perfect English, but an Arab can't even say "hello" without spitting on you.

could Bashir have been? I don't actually know, but that name sounds like it could be Arabic. He looked white.
Were there any Norwegians? Native Americans? Mexicans?? They couldn't get everyone, and like a previous answer said, maybe no one auditioned. I don't think that the parts necessarily lend themselves to any particular ethnicity, they just choose who seems to fit the character. I mean, Worf is a black guy, but other Klingons are not, so Michael Dorn just must've been the best choice for Worf, not that they were looking for a black guy. Patrick Stewart has a British accent, yet Jean-Luc Picard is French. Go figure.

Seriously though, I have no idea. Are you sure there weren't any on the other shows like Deep Space 9 and so forth?
