Ive seen some crazy questions on Yahoo! Answers, but yours takes the pickle jar.
I've seen that parrots and similar can be trained to ride those little novelty bicycles, so Ive no reason to disbelieve that you couldnt train a barn owl to do similar.

get one with stabilisers (training wheels, if you're a yank), and a special attachment so they can steer with their beak.
also a field mouse on a string will make them peddle faster.
