theres lots of reasons, you have to be more specific. Maybe shes ugly, or maybe shes beautiful and hes nervous around her, maybe she has an incurrible disease, maybe she smells bad....theres lots of reasons.

Because he doesn't like her and she won't leave him alone
Because he likes her and is too embarrassed to tell her and doesn't want to make a fool of himself
He isn't avoiding her but she thinks he is...

Possible reasons (not all inclusive, since your information is quite limited): 1. he's gay; 2. he isn't interested in her because he's interested in someone else; 3. he's afraid to approach her because he has low self-esteem; 4. he isn't actually avoiding her but is oblivious to her desires; 5. he just isn't interested in her because she isn't his type.
