Can ne1 launch their own satellite or do they need permission from the countries it would orbit over or the country it would be launched from? Do government people check them out before they can be launched? Are satellites allocated their own space outside our atmosphere so they don't all crash into each other?

This is a good question, I not have an answer.
I do know there are Private Clubs that launch Rockets as a hobby. Not those little Kid Rockets. I will try to find a link they may be a good source for information.
Try the link below they may have some information about Rockets and you get a better idea of satellite requirements.

anyone can launch their own satellite and no permission or anything of that sort is required to launch the satellite.satellites are allocated their own orbits so that they dont crash into each other !!

No launching a satellite is not any body's property tht they can utilise. They need to take the permission from the goverment. I dont know wht permission they need but Government permission is required.

In the United States you aren't supposed to even launch a "metal" toy rocket without permission. The main reason for this is because the FAA (aviation agency) needs to make sure that flights in the area won't be at risk. And military bases also want to know when and where to expect a radar image and know what it is.

In the U.S. you need permission from the government to launch a rocket, even if it does not go all the way to orbit.

no 1 cannot launch a satellite with his/her wish.uhe needs to take permission frm the officials as all the satellites that r being launched need to be registered at all space agencies like NASA,ISRO,ESA etc

Governments would have to give you permission to watch them. You wouldn't like it if someone from another country was watching you with their private satellite and you didn't know it. That's kinda freaky!
