Buying online is very risky - many online pharmacies sell fakes with no active ingredients, and some of the pills are made of stuff like drywall that is not exactly what you want in your stomach. Go to a doctor and ask for a prescription - otherwise you'll just be wasting your money on garbage that does not work.

you can't - you need a prescription, because it can have a bad effect on people who may already have high blood pressure. If you can't face going to your gp - buy it online, but do understand that not getting a doctor's opinion is quite a big risk. Good luck!
