First of all surf the web for good Universities especially those specilazing or highly reputed for Maths teaching and research. There are some sites which accept your CV and send you mails free, whenever a vacancy is advertised in the University notice board (electronically). Most of these references are free service. Book mark the universities and be checking them out regularly. That way you can ensure a constant flow of information as to where the vacancies are and how you can match their requirements. it depends on whether you are a phd or a non phd. if you are a phd, you are already trapped in academia.... no need to go overseas and get trapped there. If you are an MSc, then you have plenty of prospects outside academia, browse the net, there are plenty of opportunites for people in math, esp those with computer programming skills.
