If he is jacking off and your not getting any then thats a problem, but if he is jacking off prior to intercourse then maybe he is trying to build up his stamina.
And if you are looking to get some and he's not giving it then maybe when the two of you are in bed you can give him a little hand job under the blankets and then just climb on board the midnight train and finish him off.

I don't truly understand what you are talking about. It is a common thing for a man to jack off but it is not common for him to turn you down and jack off. If you are in the bed naked & waiting for him that should make his wanting to jack off disappear because you are there for him. I think that you should ask him why he still needs to do it when you are more then happy and also willing to do it for him.
