It is not legal in PA. I've been pulled over twice. Just warnings, but was told it is noty legal.

If I were you, I would call good ole delaware motor vehicle. I know you'll probably be on hold for an hour and be transferred to 50 different extension but they would be the ones that would or should know.

If you don't get anywhere with DMV then call the Delaware State Police and ask them. If they don't know then they may be able to refer you to a location or person that would know. Good luck
