Typically it is the funding. Public organizations receive public funds. Because of that they need to meet with federal or state requirements. This can limit their effectiveness because politicians have a say in how things are done. Also you tend to have higher costs such as salaries, benefits, etc. Private organizations can be either for profit or nonprofit. They rely on private funding (donations, fund raising, payment for services, etc). There are usually lower carrying costs because the majority of the money needs to go to the organization's work. Also they have more influence on how they do their work. A prime example is schools. Public schools have to follow state criteria of how classes are taught, number of students, etc. A private school can create their own curriculum, limit class sizes, even designate schools for certain populations (all girls school for example).

u pay for private organizations although u dont for public ones. however, private ones offer better opportunities and a better environment to stay in generally.
