Hmm, a lot of people seem to think it is Sirius's brother, Regulus Black. Seemed to be a reasonable explanation, and I had thought so for some time, but now I believe it is Mr. Borgin of Borgin and Burkes. JK knows that the majority of her fans believe is is Regulus, but that is all the more reason to make us wrong! It isn't as easy as that. That's why I think it is Mr. Borgin.

Undoubtedly within my mind it is most likely that R.A.B, the mysterious person who destroyed the Slytherin locket, in Harry Potter and the Half Blood Prince, is in fact Regalus Black, Harry's godfather's brother, and Draco and Narcissus Malfoy's cousin.A clue that cloud possibly lead to that conclusion was the fact that in the book Harry Potter and the Order of the Phoenix, there was found "A heavy locket that none of them could open" , at Number twelve, Grimwald place, the address that used to be the home of the prestigious pure- blood family, the Blacks.This could possibly the same locket, AND being that Regalus IS a Black, he would certainly have means of getting to it, this would've been a long time ago, however, because Regalus Black is deceased.The only people left , that would have anything to do with the Blacks are Harry, Draco, Narcissus, and Narcissus' sister, Regalus and Serius' cousin, Serius' killer, and torturer of Frank and Alice Longbottom, Bellatrix Black, who is currently imprisoned in the wizarding high security penitentiary, Azkaban, along with Draco's father, Lucius Malfoy.

You're opening a can of worms by asking this question. There are numerous theories on who RAB might actually be. I've heard everything from Regulus Black (who seems most likely), to Madam Rosmerta, to Aberforth Dumbledore (using false initials). I do not have a theory, and I guess only time will tell. :)
