Part 1 How does an individual get to be the very best in every field.
Ans: An impossibility. Some fields require conflicting skills e.g. Basketball and Gymnasts
Part 2 How does an individual get to the top in a chosen field
Ans: Naturally gifted and lots of discipline, dedication, practice and effort. You cannot forge steel unless through fire.

If you think practically it may be very difficult to get to the top of every field. You can be master in one or more fields not in every field. You can be extraordinary in many fields at a time but age will restrict you to top of EVERY FIELD.

It is humanly difficult to get to the top of every field. The field to get to the top as you wish is very vast and the life one has to achieve this is very short comparatively. So try to get to the top only the field of your interest and the support ;and encouragment you get to achieve it.

So one must concentrate on a field.
Acquire knowledge not only schooling type but practical solid experience type.
Practise the things that you one has leaned.
Introduce new concepts, method, theories, in short advance the field a notch or two.
