Venues for Champions Trophy are finalised by ICC and not by BCCI. BCCI submit only details of the available venues and final selection is done by ICC. It may kindly be noted that the Match was not played in not too many centres in the past also. The 1998 Knock Out Tournament was played in Dhaka, 2000 Knock Out Tournament was played in Nairobi, 2002 Champions Trophy was played in Colombo and 2004 Champions Trophy was played in England. Though Sri Lanka has few venues, all the Matches were played in Colombo only. Similarly 2004 Tournament matches were played only in 3 venues of England.

I think not any other venues are world class and in champions trophy or in world cup only world class venues are permitted for any matches.

I THINK YOU ARE CONFUSED ABOUT THE 'ROUND ROBIN' POLICY. IN FACT IT MEANS EACH ONE OF THE PLAYER OR TEAM, PLAY EVERY OTHER PLAYER OR TEAM PARTICIPATING IN THE TOURNAMENT. SOMETHING LIKE WHAT ICC IS HAVING IN PRELIMINARY ROUNDS, WHERE ALL THE TEAMS ( WEST INDIES, SRILANKA, ZIMBABWE & BANGLADESH), PLAY EACH OTHER. IT IS TOURNAMENT FORMAT. YOU CAN NOT USE IT FOR ALLOTING MATCHES. WHAT BCCI IS HAVING IS ROTATION POLICY FOR ALLOTMENT OF MATCHES, TO THE GROUNDS.
TO ANSWER YOUR QUERY, FOR CHAMPIONS TROPHY GROUNDS ARE SELECTED BY ICC. BCCI HAS NO ROLE TO PLAY. ICC SELECTS ACCORDING TO ITS CONVENIENCE & LOGISTICS.

CUZ THERE IS SEALING GOING ON IN NEW DELHI AND THE MATCH COULD HAVE TURNED INTO AN ADDITION TO THE ALREADY BAD SITUATION OF DELHI!
