i'm assuming you are talking about the first time that you face moltres. i don't know why torchic isn't helping you, even fire moves do damage to moltres as his ability is not flash-fire. go to the menu (push B) then go to Team -> Torchic -> IQ - at the bottom there is an option for 'exclusive move user'
normally you want "exclusive move user" OFF, but for big battles, turn it on so that he'll use his moves. after you turn it on for this fight, go to Team -> Torchic -> Moves and put stars next to only the moves you want him to use, even if it's just scratch.
first thing you need to do to fight is either throw something, or do razor leaf. NEVER, EVER walk to an enemy that is exactly two spaces away from you. make THEM walk to YOU, or else you will be giving them a free hit
after he walks to you, try sleep powder. leech seed is useless. then keep doing razor leaf til he dies. if you have no more PP in leaf, use vine whip instead.

how about we take a different approach to battle.
when he stops talking, and you can fight, torchic is not supposed to move because bulbasaur is not supposed to move. NOBODY moves except moltres. yes, sometimes he does agility (i think) which gives him extra moves, but when he attacks, if he does more than 1 damage, you should level up a little more. my bulbasaur was level 15 when i beat him, and it took two rounds
so, here's what you do
when he stops talking, throw a iron spike at him, or a graveler rock if you don't have a spike. after you throw that, he'll walk towards you. he won't attack, at least... he shouldn't attack, because his turn is over since he walked instead of attacking.
after he walked to you, you need to do your linked move, which i hope has sleep powder linked at the very end of it. he should fall asleep. then torchic will attack with whatever move he chooses (through exclusive move user and selecting usable moves, you can force him into using scratch)
