Many, many films have - there has long been a category for Best Animated Short, and for the past few years there has been a category for Best Animated Feature Film. Others have often won for Best Original Song (Lion King had three of the five nominations in that category).

But the only animated film to be nominated for Best Picture, if that's what you mean, was Beauty and the Beast (1991), which sadly lost to the vile Silence of the Lambs. No other animated film is likely to repeat this feat now that they have their own category.
