When Oxygen is consumed, the candle stops burning.Carbon dioxide thus created, dissolves in water leaving less pressure in the glass and cause the water rise up in the glass.

because the fire is burning out the oxygen in the glass, causing the water to rise, then without oxygen the candle goes out

It cuts off the oxygen and causes it to go out.
