Hi. You are thinking of the Swiss (Switzerland). You are right about their neutrality because it gave them a "safe haven" status that few other countries could offer. They are renouned for their secrecy regarding those famous secret Swiss bank accounts.
I'm not really sure what the Sedes are famous for....apart from there herring. lol :-))
