This wonderful song is a sarcastic tribute to the legions of young female consumers of endless, mindless love songs. The whole song is basically saying I love you because you make me rich and famous, thanks for buying my dribble.

The line "I love you from the bottom of my pencil case" is echoed by the line "I love you till my fountain pen runs dry". It means that the 'love' is superficial, shallow and finite. The singer is only interested in you long enough for you to part with your money, 'I love you because you put me in my rightful place, And I love the PRS cheques that you bring.'

Heaton and Rotheray wrote this song to deliberately mimic the drivel that was in the charts at the time. Endless, samey love songs that all promise eternal, undying love when all the group/singer is really wanting is the sales.

Flossie's answer is good.
They're using the 'incongruity is the essence of humour' approach. We expect to hear 'heart', but pencil case is incongruous. It actually echoes the child-like fad of writing I heart so-and-so all over the pencil case. Often through school, this name gets crossed out and replaced.

i thought the line about pencil cases spoke to the fact that British children were known to write the name of their secret crush on the bottom of their pencil case. typically these were little boxes that almost all of the kids had. not at all like the plastic zipper cases carried in the US.

It might mean children have crush on someone but don't want to share it with everyone else, just like that special pencil case they carry next to their little hearts.
