is it better than the pencil eyeliner by lancome??

I believe it really depends on the look you want. A dramatic, stark look ... try the liquid. Or if you want smoky eyes and a smudgy look, try the pencil. You can always combine the two to achieve a look.
I bought the Estee Lauder Artistic Pencil in black on recommendation of a friend and have regretted not buying the Lancome one instead. Even in the store I found the Lancome one to be soooo amazingly smooth ... it just glides on and the best part is you can use it inside your eye which you can't with the liquid liner or the Estee one :(.
Personally I would go for the pencil. I find it very hard to get a perfect line with liquids and it shows up more if you muck it up.

In my opinion the kohl eyeliner by Lancome is pretty much unbeatable for a pencil. Hate the liquid eyeliner though.
If you're not used to liquid eyeliners you might want to try Yves Saint Laurent. I found them to be pretty foolproof and always delivering the desired and sophisticated results I am looking for.

Just a reminder. Lancome is third in line among the big players. Clinique is number one, Estee number two and Lancome comes in third place. Not only are you going to pay an arm and leg for it, it has a fragrance.

Artliner is one of the best there is, but comparing a liquid to a pencil is apples and oranges. A liquid should draw a sharp line and have staying power, while a pencil should be versatile enough to both stay in a defined line without smearing and smudge if you want it to.
