I'd say the Politicians, here in Finland. They don't always adhere to the public opinion on vital issues, but somehow think they have to take a moral stand.
Though, mostly, the government is about distrubiting money- and the parties just argue where it should go.'
We did have a case where a giant... not multinational, but national company- Nokia (still based in Finland) warned the government that it had difficulties being competetive under current regulations... Luckily, Nokia seems quite benign, still.
The concern is there, but the politicians are still in control, and here they aren't even sponsored by companies, or need to be rich or anything like that.

a hardheaded president that has a husband that most often makes money from the government and private sector... a greedy one... she often offers money to the military to avoid a coup d' etat...
