My favorite bar in all of London is The Pool Bar in Shoreditch. It's by the Old St Station, and also by Liverpool St Station. It's not too expensive, and there is no cover charge and they usually have decent music playing and good people there. There is also an alright bar across the street. Cargo - which is very close to Pool Bar - is also a fabulous place. I also love Bar Rumba, which is right off of Picadilly Circus. You can get in for free, but if not the cover is not that expensive. The drinks are average in price, but the music - especially Fridays is great!
If you want typical English food just stop into a "typical" English pub. They've got chains now - like Wetherspoons or O'Neills or a Goose which are kinda average pubs in the city - but they have English fare... although it usually isn't that amazing. Like that one person said, if you want real English food, and have it be good too you'll either have to go outside of the city center or have someone cook it for you! I'd recommend hitting up a chippy one night after the bars to experience that (a fish & chips place open late... I usually hit up the one by Old St Station after a long night at Pool Bar or Cargo). But if you want a full on meal try Shepard's Pie (there's a great place in Greenwich for it), or Yorkshire Pudding, or Fish & Chips...
Oh yeah - maybe pick up a Time Out when you get there. They always have events listed and bar listings. They even sometimes have coupons for free entry.

I'd avoid Wetherspoons pubs in central London, they might be cheap but they're also pretty horrid.
For a decent, cheap pint in a pub with a good atmosphere - try any of the Sam Smiths pubs - really good beer and cheap too (decent lager for £1.99 a pint) plus they are always in nice buildings.
Off the top of my head I can think of the Jon Snow in Soho, Princess Louise in Holborn or Ye Olde Cheshire Cheese on Fleet Street.

The English life style is not very well represented in London. Try taking a train preferably with a friend to a small town or village pub.
A roast dinner / lunch is always a winner. Ask for Yorkshire puddings (They are savory) to go with it

Try and stay out of central London as they are more expensive.
Weatherspoon pubs are cheaper. It costs around £2 per pint in there. Other places can be up to £5!!

Try the Walkabout pubs, in Temple and near Lester Square. They are actually Australian pubs, but most of Central London is filled with Aussies anyways, so listening to their Aussie accent English will not do you any harm.
It is fairly cheap, and a friendly atmosphere. (The one at Temple station looks out on the river)

I fear a bit of an anachronism is about to surface:
"Decent" - "Not expensive" - "Central London" - "Speak English" -
Sorry, but you can't have all of those words in the same sentence - life's just NOT like that, sad to say!
