There wasn't a Euro 98 in the first place. It was a World Cup Year

You gotta get some counselling. There was no European Championship in '98, there was only the World Cup or did you type '98 instead of '08.

are you referring to the 2008 European Championship finals? 16 teams will be in the finals, both AUSTRIA & SWITZERLAND have qualified to the finals as host nation. the other 14 teams will be decided when the qualification ends on Wednesday, 21 November 2007. the top two from each qualifying group (Group A to G) qualify to the finals.
