Water has a higher specific heat. What weighs most, a cup of water, a cup of sand, or a cup of wet sand?
Think about it; think density ~ specific heat.
Or look up the numbers in a physics book.

water that is contained hermetically. Reason is that it is denser than sand. without containment it would evaporate too early to become the maximum temp that sand would take without melting.
