4th largest PPP? Do you mean, GDP PER CAPITA? well, my friend, I think you should do some research on that, because when in comes to GDP PER CAPITA, India has one of the lowest in the world. There's HUGE difference between GDP and GDP per capita.
As for the answer to this question...what do you mean by developed? What's the meaning of developed country? High living standards? Infrastructure? Economical growth?

india is among the world's top 10 most industrialised nations.Its economy is 4th largets in teh world in PPP terms.
Development is relative.However I feel by 2020 india should be drasticaly better of than today and if ur comparing to US or Europe then may be anytime between 2030 and 2050.
