Try Paint.net, its a free graphics program that supports layers.
Your background would be the bottom layer.
Picture 1 the second layer.
Picture 2 the third layer.
Text the top layer.
You can make changes to the picture on each layer without affecting the other bits of the image. You can reaixe, change the colour and so on.
Finally flatten the layers (it puts everything on the background) and Save As a different version ready to print.
Keep the layered version in case you want to make changes later.

There is nothing wrong with the question, but it can be taken two ways. What do you call a: "Page"? A paper page or a Web page?
For paper, then Word is by far the easiest and less fuss.
Instead of me writing loads of stuff go here:

That will tell you both how to create a paper page with pics and a background, it will also show you how to create a web-page the same way too (using *only* MS Word) MS Word is good for many things (don't underestimate it and go for anything you may well not need!)
Given that I'm not too sure on what you ask ... then this covers you on both options ;-)

In word -
File -
Insert -
picture from file
Do that twice
right click on the picture and bring up their properties go to Layout and select "float over text"
You can write text without it being interefered by the pictures.
Or open microsoft photo editor and copy pictures from this into Paint.
Or Download Gimp the free open source pitcture editor.

If it is something simple, Microsoft Word should do it. Choose a background picture, import the two pictures on to one page, add the text.
Or, Photoshop, Illustrator etc. can work better for more complicated situations. But if you are unfamilar with image editing/desktop publishing programs, find someone who can teach you or do it for you.

If you intend to print this document - DO NOT USE POWERPOINT. PowerPoint is designed for on-screen displays, so this is incredibly bad advice.
If you are producing a printed document then the right program to use would be Publisher, or Word. It's a simple matter of using the right tool for the job.
