What do they mean by a 'Birthday Card System'? To e-mail a card you could just use Notepad to code the HTML. To print a card you could use clipart and a free graphics program.
A webcam takes photos and moving images, and could be used for benign or not so benign reasons.
Ask them to justify why they 'need' this, and explain how they intend to use it; get it written up as a contract or some other legal document. If they're up to no good (and have any sense) they won't want to commit themselves in writing.

Because birthday cards are not allowed to have any jokes about ages in them, so the bosses need to make sure that staff don't somehow.
