Emergency phone boxes are on all motorways (orange boxes) at 1 mile intervals. In between each there are 10 small white posts with a symbol for a telephone and an arrow, to tell you which direction to walk to the nearest box. When you pick up the phone you are connected to the police control centre. Tell them the number on the telephone box, then they know where you are.

Do you mean travel insurance?
If you have a problem in London, then original... is correct. the police will help, buit they will call in a private company which will charge a lot of money.
Honestly, it would be cheapest and best to get some additional travel/breakdown insurance, before you leave your home country.

If you are a member of the AA or RAC they will help you.
If not you need to call the Police and they will arrange for a tow truck etc, though it will cost ya.

You can summon help from the roadside phones. follow the arrows. these phones put you through to the police and they will be able to dispatch the appropriate assistance.
