Brand new, second hand or re-conditioned? First thing to do is work out your budget and stick to it. Technology is often about the better it is the more you pay. So work out what you can (or want to) pay and search for that price. eBay is a risk for laptops but the risk can pay off. Places such as PC world I would avoid, there are substancially over-priced (but accessible and 'friendly' which is why they are popular). I would recommend a local IT shop such as the following from my home town:

Looks like currently you can grab a laptop from £350 upwards. Remember this is unlikely to include software costs, so for Windows XP, Office, Anti-virus etc you could easily add a couple hundred pounds. Lastly, you need to think about what you want to do with the laptop. Internet/documents/pictures etc you'll be fine with a low-spec machine, for gaming/video editing you'll need something much better.

Lastly (again) think about whether you really need a laptop. They are convenient, portable, have no cables etc but are more expensive and more prone to hardware problems than regular PC machines. Are you going to be mobile with it? Good luck.
